Difference Between a Show Cause Notice and a Charge Sheet
A show cause notice is a notice directing the delinquent employee to explain why disciplinary action should not be initiated against them for the misconducts narrated. A charge sheet is a detailed statement of allegations against the delinquent. It is on the basis of the charge sheet that an inquiry is held.
Under normal circumstances, a charge sheet is prepared only when the reply given for the initial show cause notice is not acceptable and when the management proceeds with an inquiry. A show cause notice is also issued after the inquiry to give the delinquent an opportunity to show cause why punishment should not be imposed. This is issued after receiving the inquiry report.

Madhu, In my comp v r issuing CS to the delinquent employee directly (No practice to issue SCN). Is it wrong& any violation of rules and Nature of justice???? Seeking your view....... Regards, Suku

If the charge sheet is drafted in such a way that the delinquent is asked to explain why proceedings should not be initiated, then it is okay; you need not issue a separate show-cause notice. However, after conducting a domestic enquiry and after receipt of the report, you have to issue a show-cause notice (commonly referred to as a second show-cause notice) along with a copy of the enquiry report stating that the charges leveled against him have been proved. Based on the report, the management has decided to impose punishment (which should be stated as termination, increment cut for 1/2/3 years, reduction to a lower grade/demotion, or a fine, as the case may be) and calling on him to show cause why the said punishment should not be imposed on him.
