My suggestion would be to avoid duplicability in letters and make it more secure by introducing a code for each official letter. For example, for the offer letter, you can have HRD/OL1/DATE OF ISSUANCE/YEAR on the right-hand corner of the letter.

I'm working as an HR professional in an import-export and trading company of embroidery machines.
Now, in my company, there are two divisions. One is the official suit, and the other is the service station where we have around 27 engineers working on a 24-hour helpline service. They attend calls regarding any failures or problems with the embroidery machines since we provide a one-year warranty service to our clients who purchase these machines. So, during this one year, they can call us at any time if they encounter any issues covered under the warranty.
The current issue we are facing is that the market is experiencing a recession. Consequently, the management is considering measuring the efficiency of the working engineers to make decisions on cost-cutting and potentially letting go of engineers with poor performance.
Please assist me in creating a system through which I can measure the efficiency of each person working in the company and make informed decisions on who is efficient and who is not.

A slightly more detailed information about your organization/industry would help. If you are new, the best thing to do is to use the most powerful tool, which is to conduct a short interview to get a feel of the problems that they are facing. Subsequently, you could design a questionnaire to identify real problems/issues. You must ensure you cover all the levels or you may end up with one side of the story.

There is a creative artist within everyone. Making everyone in your organization comfortable and getting to know each other is more important. I would suggest a "WALL MAGAZINE" as an appropriate idea to introduce. Let everyone write or draw a picture (on a drawing sheet, without separating them by department). Allow all the write-ups/drawings to be placed wherever they feel like. Display these at the reception area so that everyone walking into the organization can get a glimpse and be reminded that they are united and harmonious. Make it a weekly activity and at the end of each month, declare a winner regardless of their position, to be felicitated by your boss.
