Struggling to Find a Company to Help Write Our Employee Handbook in Hong Kong – Any Suggestions?

I have been asked to outsource a company that can assist with writing up our employee handbook, incorporating company policies and legal regulations, etc. I cannot seem to find a company online that can handle this for us. Can anyone offer any suggestions?
