Hi, I would like to know whether a successful employee referral program can run without a monetary incentive for selected candidates. If yes, how? Also, for decentralized setups where there is no central resource for screening the 'n' number of profiles sent by employees, how do the recruiters shortlist CVs referred by existing employees?

Yeah, it can run without the monetary incentive. After the recession phase, people are interested in finding a job with some stability. Because of that, they prefer to join a company that is referred by personal connections rather than recruitment agencies. If your employee knows someone whose qualifications and experience match the job position, they would definitely refer him/her to oblige or to help out their own relative.
