If I have completed 4 years and 200 days in an organization, am I eligible for gratuity benefits as per our gratuity rules? If yes, then what amount shall I receive with the current basic of Rs. 10,000 plus zero DA?

You should have completed 4 years and 240 days in the fifth year to be eligible for gratuity benefits.
Calculation for Gratuity
Considering a basic salary of Rs. 10,000 and Nil DA, the calculation will be: ((Last Drawn Basic/26) * 15) * Number of completed years of service = (10,000/26 * 15) * 5 = Rs. 28,846.
