How do I draw up an Attendance Policy and Compensation plan for a company engaged in the On-site Training and Implementation Business? My staff do not report on time and fail to provide their daily work schedules. How can I motivate them and instill discipline in their work habits?

Additionally, implement a timesheet mechanism to capture the productive time spent on-site with different projects, which should then be approved by their line managers.
