1) Necessary documents required to start a manpower consultancy firm.
2) The industry consultancy charges, i.e., the consultancy charges to clients for middle-level and senior-level staffing.
3) Agreement for staffing on contract and payroll.

There are no statutory documents required to start a manpower consultancy firm. You just need to have a service tax number, for which you'll have to apply to the excise department. The industry practice for payout to a consultant is 8.33% of the annual gross package. After the recession, some companies have dropped this payout to 7%; however, you can always try to bargain. For senior-level positions, companies may pay higher, e.g., 10 - 12.5%.
