Dear Seniors,
I am sure this topic has already been discussed in the previous forums. I would really appreciate it if someone could help me clarify these questions:
1. Does a consultancy require an Overseas Manpower License (OML) if they are dealing with white-collar jobs or blue-collar jobs? I have plans to supply manpower to the Middle East and Singapore regions.
2. On the Ministry of Commerce website, it's mentioned that a security deposit has to be made for the issuance of a license. My question is, "Is it easy to get the license and how long does it normally take?"
3. I have started a consultancy to cater to local manpower requirements. I receive a lot of inquiries from applicants looking for jobs overseas. Can I work as a sub-agent and have tie-ups with consultancies that already have a license? I read somewhere that it's illegal to work as a sub-agent and it will attract a penalty if it comes to the knowledge of the POE.
Thank you for viewing this thread, and I am especially thankful to those who reply with their thoughts.

I have been recruiting people from India for a while now and would like to expand my horizons. I have contacts in the Gulf and many job openings for literate/professional as well as illiterate individuals.
Anyone interested in signing up with me to supply manpower can contact me at mjrobust@gmail.com. I also have a registered company in India.

Protector General of Emigrants in MOIA, New Delhi, is the authority responsible for protecting the interests of Indian workers going abroad. PGE is also the registering authority to issue Registration Certificate to the Recruiting Agents (RAs) for overseas manpower exporting business.
As I provide free consultation on this matter, I get a lot of queries every month from people who have or are likely to have contracts for supplying manpower to companies overseas. For this, they need to have this license and are looking for consultants who can help them obtain it.
My sincere advice to these people is that based on one or two contracts, do not choose to go this route as it is a very costly affair and a time-consuming process as well. You will also have high overheads, regardless of whether you have contracts or not. I know many people have had negative experiences. It's better if you partner with an existing valid license holder in your city. Most of these individuals are seeking new contracts and would be willing to collaborate with you. You must exercise due diligence regarding the validity of the license holder as well as the overseas company, as many of them are blacklisted by the concerned ministry.
If you need further assistance in checking the credentials of the license holder/overseas companies or require a partnership in Delhi, or simply want free consultation, feel free to call me at 95 4080 6950 or email me at aks35cbe (at) gmail.com.
