Dear Ankit,

Everything starts with the right kind of recruitment. Most of the problems can be obviated at this stage. HR plays a big role there. However, to do the right recruitment, you need to have well-developed and updated Job Descriptions.

The second thing HR can do is upgrade the skills of the employees constantly. Maintaining the desired skill level is a perennial challenge, which HR can handle by imparting training.

The third thing HR can do is to plan the career of the employees. If employees know their career path, they naturally get motivated. By laying out the career path, we can groom them for future positions.

The fourth thing that HR can do is to design measures of performance for every department and for every position. Recruitment can be based on measures of performance, and employees' performance appraisal can also be based on these performance measures.

The fifth thing HR can do is to conduct surveys like the Employee Satisfaction Survey. These surveys bring out various issues related to morale, motivation, job satisfaction, welfare, etc. HR can then design their policies accordingly.

I hope this reply satisfies you; however, there is a hitch as well. How many companies in India give authority to HR to do all this? That is anyone's guesswork!
