1) First, collect the manpower details such as personal details, education details, skills they possess, and previous experience. Prepare a service file for each employee to be kept in safe custody.
2) Collect the salary and compensation details that currently exist.
3) Focus on the organization's requirements and the existing manpower to determine any shortfalls or excess.
4) Obtain approval from your senior to develop policies in alignment with the organization's goals and requirements.

6) Communicate these standards to the relevant employees.

10) Provide employees with training for their knowledge improvement and ensure the organization offers a suitable environment for learning.
