If any factory holiday falls on a Sunday, is it treated as a factory holiday? Secondly, suppose August 15th or any festival falls on a Sunday, can we include any other festival falling on a working day in lieu of August 15th or that festival?

In any factory, festival, and national holidays would be observed under AP National and Festival Holidays Act in Andhra Pradesh. Generally, if any Festival Holiday falls on a Sunday, we will have the option to choose a holiday for some other festival. However, if any national holiday such as Jan 26, Aug 15, Oct 2nd, etc., falls on a Sunday, employees will lose such holidays, and there is no possibility to get another holiday in place of the national holiday falling on a Sunday.
There is no prohibition that if your management considers granting a holiday in lieu of such a day, no one will say no to it. Still, there is no need to give any substituted holiday. I hope this is clear to you.

I agree with Harindra. Basically, it's your company policy as to how many holidays you want to give. However, as per the National & Festival Holidays Act, the company has to declare certain mandatory holidays. These include Republic Day, May Day, Independence Day, Gandhi Jayanthi, Rajyotsava in Karnataka and Andhra Pradesh, and Thiruvalluvar Day in Tamil Nadu. Even if these holidays fall on a Sunday, you must still show them on your holiday list. This list needs to be displayed on your notice board or in a designated place where you post all your notices.

Additionally, you can provide any holidays; there is no need to give any alternative holidays. It's up to your company policy.

National Holidays need to be observed on the days they fall as per the National and Festival Holidays Act in all calendar years. The year 2010 appears to be a holiday calendar with many Sundays as holidays. If management can adopt a benevolent attitude, some of these benefits can be extended to the employees in your organization.

Now, I want to know, if an employee chooses to take 1 festive leave, should that leave be adjusted with any listed holiday leave or should it be an additional leave?
