Contract Labor Act: Do We Need to Submit Half-Yearly Returns for Less Than 20 Workers?

Please let me know about the half-yearly return under the Contract Labor Act if the establishment has fewer than 20 workmen during six months. Should it be submitted?

Dear,

In my opinion, if you are a licensed contractor or otherwise covered under this Act, then you are required to submit the half-yearly return in the form prescribed under the Central or State CL(R&A) Rules, whichever is applicable in your case, to the concerned Licensing Officer.

Forms are provided by the Rules; therefore, first, determine which of the State or Central Rules are applicable in your case, and then refer to the applicable Rules to obtain the format of the half-yearly return to be submitted to the Licensing Officer concerned.
