If I started my work 27-Jan-23 and resign 13 fed -23 and I not completed my 1 month notes period . What action HR Can take against me.

Whatsoever the reason behind your resignation try to serve proper notice period and get relieved properly. As you have not completed not even one month service HR will follow disciplinary process ( warning followed termination) and will close your file. Hope you have not signed any Training Agreement and submitted security cheques.
