A worker in any factory in India will get one day's leave for every 20 days worked in the previous calendar year (with some restrictions for those who didn't work the full year). I think your problem starts really from two other acts you need to see.
Standing Orders and Leave Provisions
1. If Standing Orders apply to you, then you need to give the number of days of leave provided in the standing orders (which would provide CL, SL, PL).
Tamil Nadu Festival Holidays Act
2. The Tamil Nadu Festival Holidays Act will have specific provisions for providing leave to employees as mentioned in it.
