The HR budget depends on the nature of your industry, the finished product, the complexity of the operations, the manpower count, and above all, what type of manpower your company has. The HR budget also depends on how sound and comprehensive a company follows. There cannot be a fixed amount for the HR budget for a group of companies and a standalone company.

Budgeting is not designed like how we do it at home. HR Budgeting is an elaborate exercise. For over 20 years, I handled HR Budgeting while working at Larsen & Toubro. We should have the existing manpower strength listed department-wise and cadre-wise. The next column will show current unfilled vacancies, followed by the future requirement of vacancies. Lastly, include the actual salary of existing employees and the average salary of vacancies to be filled in. It is a significant exercise, my dear friend. No format will aid you.
