Whenever a plan is made, whether for performance improvement or otherwise, it should be aimed at improvement. Nevertheless, to improve something, we need to study the ground situation. Therefore, please confirm whether you have studied the causes of the underperformance of your team. What exactly do you mean by saying "my team performance is very low"?

Have you identified the causes of the delay in recruitment that are within your control and out of your team's control? What type of this recruitment is? Do you have access to the job portals? How is your company's brand perceived in the job market? Have you taken feedback from the employees who were recruited in the recent past on improving the recruitment process?

There are so many questions associated with your post. Please clarify.
