To my knowledge AP govt. has not exempted estts from Labour Welfare Fund so far. What you attached is ltd only to exempt S&Estts from Renewal of Regn under this act. Pl.see for further ref. in this link -

Dear Gopala Rao,
Exemption is given only for renewal of registration under shops and establishment Act, 1948 but not given any exemption to pay Labur Welfare Fund Contribution. So you have to pay the LWF contribution without fail.
