Can anyone suggest what decision should be taken in a situation when Mumbai is declared a bandh (due to heavy rains or any other situation), and if only a few employees turn up to the office while others could not come due to transportation issues caused by heavy rains? In such a situation, should those who could not make it have that day counted as leave, or should that day's leave not be counted? What about those who attended the office?
