HR team in organization can become strong only by increasing their visibility by helping manager in people related discussion. Also recommendation basis data will make sense to business.
1st and for most have patient. and build Rapo relationship with Employees.
Be empathetic, understand the perspectives and fulfill the gap between the management and the employee. Personality, appearance, etiquettes also resembles your personality Do not focus on being powerful too much, overthinking will sink all of your efforts. Form your work ethics and let the staff be aware of them. Believe in actions rather than saying.
You must have clear understanding of your organizational HR policies; also be a problem solver and try to minimize gaps between management and staff .
First of all never think in terms of being more powerful.
Learn the ins and outs of the job, by reading, upgrading knowledge/skill levels and most important by becoming genuinely people friendly without sacrificing organisational interest.
When you are knowledgeable and practical in your work, people will flock to you and that brings "power'
This kind of power is positive in nature.
Otherwise people sitting in certain positions have "power" and tend to be conscious of their power which arise only out of position.
But knowledge brings genuine power and added to that a friendly work oriented culture makes it literally unbeatable.

To become more powerful in HR Department
Respect what ever responsibility to you.
I don't which in which area you working right now
In Recruitment
Get well varied on job portal sites to search the candidate and inviting them for interview
In Payroll
Get well varied in
Salary break up
hr compliance
update your self on daily base (through News paper, Hr Journal etc)
The most import thing now Communication
As we will deal with human begin the most expensive component of Management we can't treat them as robot at the same time we can't take all decision emotionally
We have to balance employee and organization goal at same time
We should be practical and at same time kind heart because practical can solve the all problem but your kind heart can win trust of employee they will help you when you need most
For communication with employee please read the book "How to Win Friends and Influence People by Dale Carnegie"
Courses will upgrade your knowledge and when you start working you understand to apply them
That why it is right side "Don't ask someone to teach but start learning"

i think the question should be how to progress and climb the hierarchy ladder in HR .

by more focus on training and development, employee succession planning,employee attrition rate, compensation management , HR policies , effectively implementation of labour lawas and factory act...
keep update self with latest updation in laws, learning and development.
you need to be master in all these with good presentation skill.

Dear Sir
Most importantly believe in yourself and have patient to understand employees requirement. Must have good interpersonal skill for deal with blue and white collar employees. keep update with labour law knowledge and state-wise amendment. Just concern on small point for improvement and work on it will help to increase your confident.
Last, but very important keep discuss with senior and expert where you have doubts. Don't be afraid for that.
Always remember " Pleasure in the job puts perfection in the work"
