I worked in a construction company in Patiala, Punjab. I refused to pay a bribe, so the company terminated me without salary for February 2017 and March 2017, as well as without notice period salary. I have filed complaints everywhere, including the Labour Office in Patiala, Punjab, the central Labour Office, the Ministry of Road and Transport, PWD Punjab, and the Labour Minister, but I have not received a positive response.
The company continued to operate without renewing the labor license. Please advise me on what steps to take. My salary is pending, and my financial situation is very dire. I have made several requests to the company.

I have joined the organization on 23 March 2015, and one complaint was lodged by a customer on 12 May 2017 against me, along with two colleagues. The customer later withdrew the complaint through mutual understanding. I have submitted my resignation dated 1 September 2017 and have served the proper notice period. However, the organization informed me on my last working day that I cannot leave without a proper investigation, and subsequently, the company suspended me. Please advise if there are any laws that can support my situation.

Shri Kanhaiya: Role as a Whistleblower
Your role as a whistleblower in refusing a bribe has placed you in a difficult position. With no assistance forthcoming, you might consider expressing your grievance through the media, which could be beneficial. Highlight the injustice you faced for refusing to engage in bribery. Your effectiveness would be in portraying the 'victim' role convincingly.
Shri Sharma: Handling the Investigation
You cannot claim a grievance solely because the complaint was withdrawn; however, the organization can still investigate the matter. Wait for the investigation to conclude, cooperate fully, present your defense strongly, and try to convince the investigators to understand your perspective.

Dear Umesh,
Resignation always needs to be accepted by the management. If your management says that an investigation is pending into the complaint lodged by the customer, you should ask the management to complete it as early as possible and relieve you by accepting your resignation.
