My simple question is that- Is Assistant manager -IR can take PF and ESIC related work in a company? He has right to ask this works from the management?

It's not a matter of right; rather, it's about volunteering to take on more responsibility. It is a part of the generalist profile and falls under operations, but only at the discretion of management or the manager. You can only request it if it is not in your Key Result Areas (KRA) currently.

Though it is one of the KRAs, it is the discretion of the management to allot work to different employees. Similarly, you cannot reject the work when it is allotted to you just because it is not within your KRAs. The management has the authority to reorganize the work within the scope of a particular function.
