I resigned from company A in Jan,16 and then l have withdraw my amount from pf account. After 8 Month, Company B offer me a job. And I am showing them , I am still working with Company A. So it,s necessary to fill form 11 or I can refuse.
Can I ask them to open my new account and linked with my UAN no.

form 11 is mandatory for new as well as old accounts , otherwise the employer can not validate your account

Yes, of course. Tell them that you already withdraw the previous PF amount or going to withdraw the amount for personal purpose (you should have good relationship with HR if you say the second reason).
You can give Form 11 stating that you are not a member of PF and apply for new UAN. They will treat you as first time employment.
This unofficial option is available now. The PF department is trying to link the Aadhaar details, all over India and that process is not yet implemented. Once it is implemented, this option may not be possible.
"One Employee and One UAN" is under implementation (not yet fully implemented).
