You may give further information like what exactly do you do in "HR and Admin" position? What is your total employee strength and what is the strength of HR department? You report to whom?
Change of job is one option. However, that is no guarantee that you could be doing activities of higher order in the HR department. If your management is supportive, then you may take up HR interventions in the existing company also.
