A strategy for recruitment is based on factors including expansion plans, special skills, whether it is long term or short term among others. Since you are the insider you will be the best person to assess what ought to be done. If you are looking for professional support where you can use people as a sounding board that is a possibility. Therefore decide how your management would like to go about it.
In our experience, mostly the top management of organizations (especially line managers) expect their HR to create magic out of nothing which is ridiculous. Many of them do not consider HR as an integral part (strategic partner) of the organization. Hence many organizations suffer.
