how to write a salary negotiation mail to an employee who is already intern in the company. pls suggest!

Interns and Salary Negotiations
Interns are generally college students. If the quality of their work is satisfactory, they could be absorbed as permanent employees. Generally, they are given designations that are at the lowest end of the organizational hierarchy.
Salaries in various categories are fixed. Generally, negotiations do not happen for the lower level. Salary negotiations occur for experienced individuals or those with a specialized skill set. Could you please explain why situations arise where you have to "negotiate" salary with an intern who is a novice? Furthermore, why do situations occur where you have to "send an email" to an intern? Would it not be more appropriate to call them to your office and discuss the possibility of offering a permanent job? Is the intern from a technical or management institute with significant influence?
Please provide clarification.
