To measure performance accurately, you need to study the systems and processes of each department and then design the KPIs and KRAs for each department. Measures of performance for individuals come later. Secondly, the Performance Management System (PMS) does not depend on the size of the company or the industry. Performance issues remain the same irrespective of the type of industry.

In the design of a good PMS, just keep in mind the following:
1. Concept
2. Form
3. Policy
These three elements are all that a good PMS needs. However, make sure that:
1. Your concept is clear, understandable, easy to follow, and consistent with the objectives of your organization.
2. Your form must be simple, one-pager, user-friendly, and easy to process.
3. Your policy must also be clear, concise, fair, and approved by top management.
