Dear
I really appreciate your approach for going to a professional approach, you have sufficient experience in the field of labour laws, you can further go for consultancy services, as far as question of our concern management belongs, you can politely put the matter with the management along with the benefits of providing these services on day to day basis and if the management is ready to accept you proposal, you can start consultancy work.

Dear
If 10k is good compared to other industries, then do not leave the job
There are hundreds of consultants doing Attendance maintenance, payroll, statutory compliance's
and other things that are related to HR. You will face tough competition
More over lots of computer soft wares are available for these jobs
I feel you should get some more experience in various aspects
of HR. This is too early to strat consultancy

Good thought to start own consulting. Being a professional with hands on experience, I am not finding a chance for you to fail. However, before getting in to any business, try to understand the market, advantages, challenges, statutory commitments etc.
As Mr. Rao hinted, you can expect stiff competition.
Make sure that you have enough back up to run the firm without borrowing, in case if you fail to get enough business, initially.
Payroll process support is a good business and if you could offer entire consultation support with software service for SSIs, SMEs etc. Are you computer savvy?

I am sharing my experience................................
Before 10 years back consultants were so popular in our industrial area. but as the years passed the new youth cameup with more updated knowledge (software related) and grab the industries. management decided to keep such young talent to improve the productivity.
Today its a scene that many companies has dropped their consultants. only because the talent is reachable very easily.
I am not against your initiative but as Rao sir said its tuff competition outside. gain as much as knowledge you can and then jump.
If you believe you have gained enough knowledge then jump into it and grab the oportunity.
I wish you best of luck for your future.
