When you want to make the policy think about both side Company and Staff as well,,,,,,,,,,,,,,,,,, and try to have some idea about other companies that working in same field what is the best practice that they doing take some clue from them and go ahead.

Not very simple. It is quite a time taking job. If you are employed solely on this specific job then it is OK for you to continue. Otherwise you may need to take help from some very experienced professional from outside the organisation.
However, for better employer-employee relations it is always better to hire some independent and impartial management consultant's service for preparation of balanced set of rules.

Dear Harish,
Since you are having 80 regular employees which is very less, you can start HR policy very easy way. Just talk to Management and know about their future plan related to production and target, improvement area they want in people. Co relate with other surrounding industries and various labour laws.
It is good and interesting things to do. It will be easy when the target and examples are available with you.
