HRD : It is at max the development of the persona of the employee by the help of Training , Rewards & recognition system & assesment of the skills.
One must understand it isall about the development of Resources of HUman that is Skill &b capacities as a employee
whereas HRM is a big area which includes full gamut of HR.
I would use one more term.
Personnel management:
It is all about HR Management but generally it used in context of Manaufactuin units.
