The Central Govt. is planning comprehensive changes to the Factories Act 1948 – draft notification enclosed. Please go through the draft – it is self-explanatory with the current section and provides the proposed amendment with justification or reasons. Views are to be sent to the Central Govt. within 45 days. Some points include that factories employing 200 workmen are to provide a canteen as opposed to the current requirement of 250; PL entitlement; providing a restroom; permitting female workmen to work night shifts under certain conditions, etc.

Thank you, sir. Let's pool our expertise and evolve a progressive act. Each inspector and the hierarchy are actually highly professionally qualified. However, they are all used for procedural inspection only.

Engagement and Interaction in the BEE Department

In the BEE department/Ministry, the top director engages with suppliers and arranges seminars with industry/factories where ideas are shared back and forth on the issues, challenges, and technological improvements. Unfortunately, no such interaction or official guidance is collected or allowed for the inspectors by the ministry.

Let's push/comment on these drafts for such open, supportive, and productive roles from this department so that the future life in a factory is safer, more productive, compliance-friendly, and easier to manage the plethora of registers, records, filings, and formats that are often repetitive in some form or the other.

Of course, it is undeniable that if laws were less stringent, we would have rarely followed safety or the rights of the workers as compelled to current levels.
