The role of a labor welfare officer - (broader than a labor officer) is not only to ensure that all the provisions of the act are complied with, but also to arrange welfare facilities for the workers such as entertainment and other forms of recreational activities. They aim to resolve disputes between management and workers, which are of common interest, and to communicate their grievances to the contractor/principal employer to foster a sense of belonging among the workers and prevent any legal/illegal strikes or lockouts by the company.
On the other hand, a labor officer functions as an inspector who is responsible for checking and supervising the enforcement and effective implementation of all provisions as prescribed by the law.
Hope this addresses your needs.
