Greetings,
There are many ways with which the current system of billing in recruitment can be reviewed, reducing the cost per hire. Furthermore , the way you plan the recruitment drive can affect the cost per hire. Please do share more so that we can discuss this and arrive at an accurate solution.
Figuratively , there are many tasks which are duplicated , if your review your processes, you may rule them out or branch them with the other relevant activity without affecting the time duration.
Here are few discussions which have brainstormed on this earlier.

One of the most important questions that organizations today search a viable answer for is "how to reduce the overall cost of recruitment" without of course sacrificing the quality of selection.

The following could be of very high interest to Production / Delivery Teams as well as the Talent Acquisition Teams of every type of Organization as it provides a highly viable solution to the above question.

Reduce Time Spent In Job Interviews By Hiring Managers By About 70% From Current Levels:

Our Team from IIT Bombay, India, have developed a Unique, Powerful & Highly Innovative and at the same time Highly Secure Automated Tool through which job interviews are conducted without the need for the physical presence of the interview panel, bringing in substantial savings in terms of time & efforts related to face to face and / or telephonic interviews. The savings in time & effort accrue mainly to the Interviewing Panels (Hiring Managers who are normally from the Production / Delivery Team) and also the HR Talent Acquisition / Recruitment Team.

Here are some quick and free ways to hire.
1) Use Facebook Groups. Lots of startup groups out there that support this effort.
2) Approach through linked in. Do a search and select people that you find appropriate. Add them and then send them a Linked in mail.
3) Extract Details from Naukri - Download in bulk details of candidates and shoot them an email together to save time and money.

There are many ways to decrease the cost per hire and increase the quality of hire. The company I work for loves to do video interviews because it saves a lot of time and money, and you can easily choose the most qualified candidates quickly. We use VidCruiter, http://www.vidcruiter.com/video-interviewing
It's extremely user friendly. I would definitely recommend it!
Another way businesses are saving money, but hiring better candidates is with employee referral systems. Birds of a feather flock together. By encouraging your employees to refer their friends, in theory, you should be receiving great, quality leads for new hires.
