Well, according to me, anyone in a senior position can be a buddy to the new entrant. This buddy system can be used like a big brother system wherein when a new entrant has someone to guide him properly through all company proceedings. All in all, it depends on how you view the buddy system and how you can adapt it to your advantage.

Hi,

The buddy system can also be like this: if you are not feeling well and need help to take a class for a day for your batch, or at least for an hour, that's what is called the best buddy partner.
