Is the Shop and Establishment Act applicable when there are no employees? What should be the number of employees for the provisions of the act to apply? I want to launch a web portal. For managing the portal, I would be outsourcing the work to other agencies who would work either at their own place or may work at my place for a brief period. I may choose to have one or two employees. Please guide.

hi! Yelkawar For 1 to 5 employees the challan for Shop & Establishment is Rs.300/- , if u show 1 employee or 5 employees the challan will be same .
