Even I was facing Similar challenges is my previous organisation. HR department was not established. So I acted as a change agent for them. Try to encourage some employee friendly activities which will help you to sell them stick hard to policies and procedures so Management will definitely support you. Act as bridge to Management for employees I am sure things will change and also you will be one of the respected persons in your organisation. Afterall we HR people are ambassadors of our organisation to employees make them believe that you are face of Management to them.
Keep in touch will definitely help you out on .
