Training and development process is one of the indispensable processes of HR function. Good that you have taken decision to implement T and D at your company.
I will set up the whole training and development department of your company. It will include preparation of training manual, preparation of training calendar, KRAs for Training Department and so on.
Before going ahead with T and D, you need to lot of organisational research. I will help you in doing this research.

The simple equation to T&D is:
Training Need = Critical Competencies required - Competencies Acquired by employees
In other words any training MUST fill the competency gap of employees.
Training alone may not be THE SOLUTION

I would recommend the Capability Maturity Model Integration (CMMI) developed by the The Carnegie Mellon Software Engineering Institute (SEI). The have also developed a People Capability Maturity Model (P-CMM)
Eventhough they do not have immediate plans to incorporate PCMM with CMMI - the methodology and the approcach can be adopted by any organization - especially your own as a software company.
