Form the suggestion committee which has to be constructed with the leader, coordinator, and team members. Basically, the leader will be the plant head, the HR person will be the coordinator, and all the other department heads will be the team members responsible for receiving, assessing, and implementing the employees' suggestions.
Create evaluation criteria, weekly updates on notice boards, initial gifts, and must recognize the best suggestions every month with a net amount along with certificates.
Practically, a suggestion scheme is one of the best systems in all sectors to save and reduce costs. Unfortunately, it is not well understood by employees in most units. Employees may think that recognition is not worth it for their valuable suggestions.
Let's consider an example: if a person's suggestion saves around 1 lakh per month, but recognizing them with 1% of the saved amount (as per the general rule) may not be perceived as valuable from the employee's point of view.
Analyze the entire process along with your employees' attitudes before starting the scheme.
