The question is weather the employee draws his salary more than Rs 6500/-pm is covered or not. PF is mandatory means if your organisation is covered as per act since that, if any person salary / wages crosses more than Rs. 6500/-pm is advise to deduct the PF @ Rs. 6500/-pm minimum, insted of avoiding it. For this PF authority will not object.
Regarding issuing of Form - 11 is the HR dept. come to know weather the new employee is covred PF in the previous orgnisation or not.

Mr.Kumar says is correct. New employees are drawing even more than Rs.6,500/- they should covered under PF. If employee draws Rs.10,000/- basic salary we have to deduct PF amount on Rs.6,500/- (is mandatory). Above Rs.6,500/- salary PF deduction is depand on company policy. Some companies will deduct upto Rs.6,500/- only and some companies will deduct on total basic salary.
