Dear,
As per ESI & PF minimum no. of employees is 10/20. Employees may be on roll of company or contractor. So, if company is covered under the act & engages a single contrct labour, that contract labour is also covrable under the act.

if you have only contract labour in your establsihment, the minimum for coverage, as MR.Amit Talwar said, shall be 10/20 depending up on the fact whethr your establish ment is a factory or shop and whether it is located in Delhi or elsewhere.
