I inquired with HR, and she replied she would check and get back to me. For the past two months, I have received the same reply. I have also sent numerous emails and kept my manager informed. He said, "I have no control over salary," and unofficially suggested I leave this place as soon as possible since there are no major projects, and they are withholding salaries. In that case, why did they hire me and promptly provide a joining date in a hurry?
Nothing has been officially communicated through email. When I asked the HR manager and project manager, they replied that they are helpless as it is a decision by higher management. I am facing a lot of financial crises for the past two months and am completely broke now. I come from a middle-class family, and my parents solely depend on my salary. I borrowed money from my friend to pay my rent for two months, and I'm struggling to afford three meals a day.
Although I am trying to enter the job market, there have been no calls due to the current situation. When I ask the higher management, they provide vague responses like "look at your commitment and performance," which are baseless allegations. Even my project manager does not accept this response. Now, my software licenses have expired, and I am not being assigned any tasks (even though there are no projects). None of them are willing to communicate this and keep asking, "what have you done today?"
They seem to be playing a very safe game and appear to want me to leave the company as soon as possible.
I request everyone to help me with suggestions and contacts to deal with this situation. Please help save my life.

Approaching the Labour Department
You may approach the officer in the Labour Department who acts as the inspector under the Payment of Wages Act and lodge a complaint. If your monthly salary exceeds Rs 24,000, then he may not be able to assist you. In such a situation, you can meet a higher official who has the authority to enforce labor laws and raise a dispute regarding the non-payment of wages. At the very least, they will call the personnel officer of the company and direct them to pay your two months' pending salary. Meanwhile, consider finding another opportunity.
