Greetings Everyone! I wanted to know if it is compulsory to give HRA/DA/Conveyance to employees whose salary is below ₹21,000 a month and are covered under ESIC. Also, if anyone can help with the basic and minimum wages for Haryana 2023-2024.

This is to inform you that the Government of Haryana has increased the minimum rates of wages due to an increase in the Consumer Price Index numbers for employees working in different scheduled employments with effect from 1st January 2023. The relevant notification is attached herewith for your reference.

It is not compulsory to provide HRA/DA/Conveyance to employees whose salary is below ₹21,000 per month and are covered under ESIC. You can pay your employees in a consolidated form. For minimum wages compliance, please refer to the applicable Government notification.

Payment of DA and Optional Allowances

Payment of DA is compulsory because it is part and parcel of wage and salary. The payment of HRA and conveyance to employees is optional. It has nothing to do with the wages or salary, whether below ₹21,000 or above ₹21,000.

The minimum wages cover an HR component. Employers should be thanked if they are paying HRA and conveyance to employees under minimum wages.
