Is HR should be employee supportive or business strategic adviser nowadays business units are transitioning to SBUs. Should the HR department provide support to employees or focus on strategy? How to build understanding with both factors?

There is a difference between the union and the HR department. The HR department is part of the organization and has to ensure that the company's strategies are well implemented and executed. A proper HR policy would ensure that it is in favor of the company. However, it should also ensure that at least employees are not exploited and are working in accordance with the laws of the land and industry standards. The keyword being "at least." You can always go beyond that.

The HR Dept is not a union, however it is and should remain the place where an employee with a grievance or a work or a personal problem can go. If the organization leaves it till the employee goes to the union, by then it's often too late to get an effective solution.
The HR Department has traditionally organized counseling services, coaching and mentoring, the performance management framework etc.
It shouldn't be a question of supporting strategy or employees, because the organization won't be able to achieve its strategic objectives if it doesn't support its workforce. All of the recent and not so recent studies show that engaged and motivated employees lead to more successful organizations.
