Are you using Firefox? I thought the USB Digital Signature tokens and Java don't work in Firefox. I am having to use Maxthon browser for the same. Based on the screenshot it seems you have not inserted the token or not started it's software like Pro Key Token tool or ePass Token Manager or whichever is installed.
