I am Srinivasan V, previously working in an engineering college in Maharashtra. I resigned on the 15th of December 2018 and gave a notice period from the day I resigned. My last working day was on the 14th of January 2019. After I left the institute, I have been continuously sending reminder letters and emails to this institute, but neither the Heads of the Institute nor the Management body is responding. They are neither picking my calls nor my family members' calls, and they have stopped responding to my emails, calls, and letters.
I went to the chairman thrice during the intervals, but the chairman and the Principal are giving lame excuses, stating that the management doesn't have funds and they have not received any salary from the Samaj Kaylan, and so on. When I asked for my 'appointment letter,' the management of the college issues only Xerox copies of the same and not the originals. For the salary certificates, the college management simply refuses to issue them.
The college had not paid the 'Exam Remuneration' for the invigilation/proctoring duties of the University. The remunerations were not paid from as early as October 2016 to the present day. I have repeatedly approached the Principal, the exam CEO, and the Management. For this matter pertaining to the university too, the officials were not taking my grievances seriously. On the contrary, they were behaving very badly and were transferring the blame to someone else and running away from the situation. When I enquired at the university, the university officials told us that they had already sent it. When I continuously suffered due to such corruptions happening in the college, the respondents further alleged utter false statements on me. A few are listed here as examples:
“Moreover, you did not make the bill on time, that's why you will not get the remuneration in time.” _Statement 1
“The previous Exam CEO did not bill the remuneration amount.” _Statement 2
Several letters and emails were sent to the Principal, Vice Principal, and the Management to clear the outstanding dues as soon as possible. But neither are they replying properly, nor are they picking up our phone calls. I was diligent in my duties and responsible with my students. But the college-owning trust and their closely associated officers have harassed me economically. Render me justice for the economic exploitation and white-collar offences I underwent.
Please help me in solving the issue. Almost Rs. 2 Lakh is pending.

I am sorry to know that the situation has been really hard for you here. It would be good to consult a labor lawyer so that a case can be filed in the labor court with all the evidence you have.
From what I see, the college management seems quite confident of getting away with what they are doing, perhaps due to political or bureaucratic influence in the area. Instead of you directly dealing with the authorities, a specialized lawyer could help out. To consider the possibility of legal fees consuming a significant portion, you could also check with the lawyer on whether any hardship-related compensation can be claimed as well. For this, a civil lawyer may have to be consulted.

My opinion is that you cannot seek redress under any labor law since you belonged to the teaching faculty of the college. To get all your dues from the college, the only option before you is filing a civil suit. It is better to engage the services of a lawyer.

Kindly check the relevant documents to verify your joining date, salary, and last day of working. If it is available to you, then you can claim the amount by consulting the Labour Inspector. In every district, there is a Labour Commissioner. You should meet with them and provide a written complaint. Keep a copy of the complaint along with a receiving copy for yourself.
Furthermore, the Labour Inspector will guide you through the process.
