I have gone through Section 64 and 65 of the Factories Act, specifying "Power to make exempting Rules" and "Power to make exempting orders". I just want to know the difference between the rules and orders. Also, I need an explanation about these two sections, 64 and 65, please.

As per Section 64, the State Government shall make rules regarding exempting certain provisions of the Factories Act in general. When a rule is made, it becomes applicable to all factories in that state.
As per Section 65, the State Government shall issue orders exempting a particular factory from the operation of certain sections of the Factories Act considering the nature of that particular factory.
Therefore, a rule is applicable to all factories in the state, whereas an order issued is meant for a particular factory only.
