If any person has qualifications as a Safety Officer and Welfare Officer as per the Factories Act, 1948, can they be designated to hold both positions simultaneously within an organization? Is this arrangement legally permissible? Can one individual effectively manage the responsibilities of both roles? Your guidance and suggestions on this matter would be greatly appreciated.

I think that performance of other duties by Factory Safety Officers is prohibited under some State Factories Rules. Better check your State Rules.

Ordinarily, the same person cannot hold two statutory functions as the Factories Act and Rules provide for distinct qualifications and eligibility conditions for both. I don't see this as possible unless one person holds both the qualifications and passes muster with the Factory authorities.
