As factory act doesn’t say any discrimination among management staff, workmen, contract workmen, why there’s no OT pay to management staff? Isn’t it violation of act?

You may want to read Section 64 in the Factories Act, 1948 along with Section 1(6) of the Payment of Wages Act, 1936. Here you will get the answer to why management staff, i.e., persons holding positions of supervision or management, don't get overtime payment.
