Handling Disrespectful Behavior from Employees

I'm a fresher in HR and joined the company 5 months ago. My problem is that some employees are breaking rules, which are policy-related. As per my role, if anyone breaks rules more than three times, I have to send a professional email and issue a warning. I have done this with two employees, both from the marketing department. They took it personally and sometimes behave disrespectfully towards me.

Seeking Advice on Addressing the Situation

What can I do in this situation? The previous HR person gave them full priority and didn't take any action when the marketing people did wrong because her husband worked in marketing, showing partiality. Now, I am in HR, and our company has a strength of over 50 employees. No one else faces this issue except me, but only marketing people do this to me.

As I am new in HR, that's why they are treating me this way. Please help me with what I can do.

Who has asked you to send an email after 03 wrong behaviors? In case of any threats or mistreatment, please report to the appropriate authority to take action against the errant employee. If he/she fails to protect you, then consider not writing an email to the errant employee.
