Please advise who can see the personal file of the employee besides the HR department and the concerned department head. Can the Accounts department or CFO request the HR department to access the personal file of any employee for any reason? What would be the course of action from the HR department in this context?

Personal files are confidential in nature. If another department wants to see the file, ask for the reason in writing and show only the portion that is relevant. If there is a compelling reason in the interest of the company, before showing the file, seek approval from the Head of HR.

As rightly mentioned by our friend, Mr. Nathrao, the HR and HOD are the only ones eligible to go through the personal files of the employees. As far as Accounts and Finance's purview is concerned, it is related to the payable. The HR is supposed to submit a copy of the appointment/increment or any employee financial benefit-related document. Therefore, there is no necessity for that department to verify the personal file of any employee. In case they require it, you need to submit the required documents with approval from your HOD.
If the Accounts and Finance team member is part of the HR audit team, then you need to allow them access.
