There is a UAN created from a past employer. However, when an employee joined the next company, he did not provide any details of the UAN. Consequently, the present employer creates another UAN. Later, the employee realizes that the UAN can be linked to the present organization. Is it possible to merge these two UANs that were created?

We are collecting the Form 11 while the employee is joining. You do have the resume/Application form filled by the employee along with the previous experience if at all. In that case, why are you not taking the UAN number of the employee from the previous company? Those issues shall be addressed at the initial stage only. If they are not providing the UAN number and if you create another UAN number, then you can transfer the existing EPF amount to the current account.
